Small oval galls, c. 2 mm long, usually yellow or purple, on the stem or leaf, and then generally at the upperside of a thick vein. Larva solitary, dirty yellow. Several generations; the larvae of the summer generation pupate in the galls, the winter generation hibernates in the soil, then pupates.

notes
Rh. foliorum is known exclusively from Artemisia; a comparable gall on Achillea is not known. Because of the relatively close relationship between the two genera, the galls on Achillea ptarmica depicted above are provisionally iddentified as cf. Rh. foliorum.
