Oviposition on a terminal leaf bud; two generations, both causing leaf galls; hibernation as egg on the bark of the host plant. The larvae are dark.

P. fraxini is, at least in northwestern Europe, the commonest of a group of species that all cause identical galls on ash. For an identification of these Psyllopsis species a microscopical examination of the larvae or the male genitalia is required.
